If the metal is solid and not rusted out a good welder can repair and reinforce the frame.

Sure, like FOR mentions, get all the rot and rust out of there and weld to clean metal, fish plates can reinforce frames. I've had a few steering boxes rot out of the frame. Frame welding is best left to a pro welder, not something for the weekend warrior with a Harbor Freight flux core welder. All the guys I've used were mobile, with truck mounted welders, prep the frame, clear some space and let them do there thing.
