Tranny won't shift.

A friend of mine took a brand new AOD transmission and bolted it to a 94 Ford 351.
Everything bolts up and lines up correctly. Heres the problem. It won't shift. The TV
linkage is set to perfect 0's and everything has been rebuilt, and installed. But the
problem is, is it won't shift. I need details Any ideas would be great.
Again, its a  86 f150 with a AOD trans and w/ a 94 351 in it and the trans won't change
correctly. changed over new fly wheels and rebuilt the trans but still won't change right

if it was electiric it would be an AODe or E40d. It would default to 2nd or 3rd gear without input. I thought the vacuum modulator would just lengthen shift times. Without it it sould still shift just real late like you were flooring it. Sounds like governor pressure isnt building or something went wrong with the rebuild
