Mine started doing that after we had a cracked windshield replaced under warranty. It's actually a bigger problem than the annoying phrase repeated. Last weekend we tried to put in an address to navigate to and as it was calculating the trip, the phrase started in the middle of it and shut it down every time. We tried about 12 times to put the address in and each time the phrase interrupted the trip mapping. Very frustrating. I am going to try what another person suggested on another page: turn off the car, remove the SD card for the Tom Tom, wait a minute, replace the card and start the car. It fixed it for him.

It stops when you stop the car, most often at turn or a stop sign. This safety factor was put in to keep the driver driving snd not fooling with the nav system. What you need to do is either put in your new destination before you leave your driveway, or when you're out on a main road and will not be stopping for some time. For if you do stop when you're in putting a new destination, you'll get the Voice Control Stopping, and then will gave to start over.
