what is a voltage limiter

my mustang gauge needles all peg at max when i start the engine, but it only
happens 1 out of 8 times or so. i recently found a mustang website that
said...
If you turn on the ignition and all of the needles peg at max, replace the
voltage limiter behind the instrument panel.
i have called 3 garages and none of them have heard of a voltage limiter.
and 1 guy said the needles are supposed to peg at max when u start car,
then why did they not do it for 13 years and just start now?

My Fords (not Mustang) all have the needles swing to the max and then back to the correct setting when I start them but this only takes a second or two.

so why would it not do it for years and then start now? and it only does it every so often
