My 89 VW Cabrio started fine this morning and two hours later when I put the key into the ignition and tried to start it nothing happend. Battery is fine - what's wrong?

When I started car this morning everything was fine.  Two hours later put in key and turned it to start engine and nothing - starter will not work.  Battery is fine - all lights work, radio works, turn signals work.  What might be wrong?

everything can still work yet it wont turn over...charge ..jump... start...VATT system ( checks battery load..starter draw...charging).. before we get to the starter
