The fan blower on my climate control blows even when it is turned to off position.it fluctuates from low to high and so on.a/c and all switches work and fan speeds work when on

The fan blows every which way when turned off but works just fine when on.also service
soon light is flashing and it thru soft codes of 15  30 and 38. Cleared codes.when service
soon light flashes car hesitates,at idle and at speed. This is a 1984 Cadillac eldorado with
a 4.1 auto

should be an ambient air temperature sensor as well, you computer will not figure it out until the throttle knows how rich or lean to make the mix under the prevailing conditions~
