98 BMW shifts funny?

I did not get to ask my question, so I will now, The car is near mint, engine fine, body fine , everything fine EXCEPT, when going down a hill or slowing to a stop sign the car wants to go into overdrive , so the RPM's go down when it should go into a lower gear , like 1st , but it goes into OD or 5th? I researched and found that it may be the cats, brought it in , cats were cool to touch , no color change . What is the item that causes shifting at low RPM or low speed. The tran shifts perfect for all other driving. thnks

The fluid was recently changed and the transmission given a full thumbs up , but not by a BMW specialist , a general transmission shop , we do not have a BMW shop in Upper Michigan , closest is probably 5 hours away. 200,000 miles , highly maintained though.
