I have a 95 sohc neon that mysteriously blew coolant out from under it and lost all power and cranks but won't start... Is it possible that I blew my pump and it jumped time or is it a bent valve...

Do a compression test on the motor. Could be a blown head gasket. The compression test would show 1 or 2 cylinders with low compression.

Jumping time or timing belt breaking also would be a possibility for low compression. I would need to know what size motor you have in order to tell you if it is a interference engine or not.
