Incorrect Mileage on Toyota Pickup

I've been looking for a late 1980's Toyota 4x4 pickup. I found one that I like but the odometer is inaccurate. After looking at the Carfax, it appears as though it was changed when the engine was rebuilt last year. Other than this, everything seems to check out with the owner. It's a stock model with some minor revisions. The mileage issue seems questionable but considering the type of truck and the overall condition, I'm still looking into buying it. Should I be concerned? Are there issues with getting it registered? I'm in California. Thanks

It is illegal to alter an odometer. If the owner did this he needs to explain.
