has no power at fuse box in accessory position but has power when in the on

May be a bad ignition switch or you may have bad wires under the fuse block. Try to find a wire diagram or get a volt meter and do some exploratory surgery. May be hard to find a diagram on a vehicle that old. Ebay would be a good place to find a repair manual from Toyota.
