Fuel pump won't prime, car won't start

Car started having issues like random bogging,
dying out. Checked fuel pressure, only 20 psi
changed fuel pump and filter. It ran good but still
had a slow start and random dying. Checked spark
and was low so I changed cas sensor, plugs, wires
and coil. Getting great spark but will not start at all
unless I spray a little starting fluid. The fuel pump
is not priming, it comes on and won't prime. Under
the hood you can hear continuous flow through the
pressure regulator. Does this sound like a faulty
pressure regulator or something different? Please
advise cause I'm stuck.

I guess it's a TBI unit and not a carburetor , I don't know if 20psi is correct for your vehicle but normally the pump primes the system and shuts off till you start the car so it may well be the regulator , check for a good ground for the pump also

Yes it's fuel injected, the 20psi was before I changed the fuel pump. I don't know what it's at now because it won't start. Do you know what the pressure should be when not running? Like I said it will start with starting fluid but I don't want to run it on that. The ground seems good.

Have you checked the PTU it’s right underneath the upper radiator hose it’s a small black box with 7 or 6 words on each side

I need the answer to the same problem . I hear the fuel under the hood and keeps going when the key is on seams to run great after starting it with ether. Did anyone figue out this problem please.
