Can you bypass the fuel filter that is in the tank for a 1997 Dodge Dakota 4x4 with a mag v8 ?

I was wondering if you can bypass the fuel
filter that's in the tank , and exactally what
do I have to do if I can do this ?

No you cannot. That is where the fuel is picked up. To clean it you would need to remove the fuel pump.
