Durango acts like no power steering

Hi I have a 98 Durango that when stopped acts like there is no power steering when turning right and whines when turning left but has power steering

sounds like the sealing ring on the pinion shaft in the rack is not sealing or is broken ....you can try some lucas additive and see if the will help if not then you will have to replace the rack and have the toe set after wards
