What could possibly cause my truck to sound like a revved out weed eater when gas is engaged...also sounds bogged down and will barely go

My 98 Dakota won't start now...it was starting sounding fine then when you press the gas it sounded like a redneck truck bogged as far as it will go...would barely go. Took it to a shop they put a new distributor cap, wires, spark plugs and a new computer...like I said it won't even start now. The shop said the fuel pressure is fine...wtf!?!?

You probably have a fan clutch that is seized up. The fan however has nothing to do with the not running issue. I would check the catalytic converter in case it is plugged up.
