Tail gate won't open or close

For some reason when I push to open or close tailgate it beeps but it won't open or close.  
Can't even open with back latch

some of them where the rod inside the tailgate works the tailgate the little keeper comes off the and the rod disconnects and nothing happens no matter how you try. You may be able to reach in at the pull handle and feel the rod to check this hope yours is not sealed off
