99 neon highline coupe no spark no start

i have a 99 neon highline with the 2.0l DOHC engine i have chnaged out the
battery cam sensor crank sensor coils and still cant get it to start  just turns
over  was driving fine then lost power and stalled out as if it ran out of gas.
im getting fuel as i can release fuel from rail and it will shoot over 6 ft stream  
have checked fuses and relays all seem fine cant get a scan tool to read the
car  keep in mind this car has been stripped and gutted for a race car  any
help would be appricated
