My trucks pcm

Ok so a guy is telling me he can give me a boost on
my pcm of my dodge durago slt 2001 4.7 he told
me he dosent tune up that he just opens up all the
pedometers and the truck will gain 30% more
horsepower and that the transmission will also
gain more strength and tht it will also save me gas

Is this true ?
