Do you have to drop the feul tank to replace the feul pump and filter and why?

Yes u have to drop the tank to replace the fuel pump but sometimes there is a trap door either under the back seat or under the carpet in the trunk the cheapest way to go first is the fuel filter that should be located near the gas tank or on the frame what is your ford acting like
