No start

Went to start my 2003 Crown Victoria
Police Interceptor turn the keys lights
came on and a clicking from under the
dash but no start no turnover. Pulled
the keys out and clicking continued put
the keys back turned it over no start
clicking dim dash lights pull the keys
out clicking continued. Put keys back
in went to start no lights and some
clicking under dash by steering
column. Final key inserted went to
start everything dead no start

Okay update, battery had 12.8 volts replace battery terminals and car started. Also picked up ignition relay located under dash. I still feel it's not correct so I'm going to install the ignition relay because of all the clicking.
