What is the control, wiring, of some sort under the passenger seat. I think it had something to do with the lighting equipment that was disabled before I bought the car. 2003 CVPI P71

it is a control box.  Wires have been canabilized.  The tail light
have sections of wiring harness cut out.

Probably when they removed some of the emergency vehicle equipment (radio, lights and siren) they cut the wires. Same thing for under the seat.
