2012 C250 Battery fine, all dashboard lights are on and car won't start

I have Mercedes 2012 C250, I tried to start my car but it didn't.

as soon as I plugged in the key to the ignition, on the dashboard it says "take your key out from
ignition". after 2 times turn the key to the right, all dashboard lights comes on (see the attachment), and
it stays like that, so 1 one turn to the right does nothing, I mean car is not starting.

Also, speed meter needle is moving 3 mm back when I turn the key 2 times to the right.

Similarly, temperature and gas meter needles are not moving to the top, they stop where it should be.

I checked the battery, battery is fine.
I checked the fuses, they are fine.

Can someone help me with that?

I can able to hear unlock sound of the steer lock. also, I can steer the wheel after I put the key in, and change the shift. So there is no problem with steering lock.
