Has anybody ever had a problem with their gear selector on a 2003 Dodge Dakota locking and not wanting to change gears?

My Dodge Dakota's gear selector will not shift when I try to. I have to tilt the steering wheel all the way up before I am able to shift. Any suggestions?

Remove cover around the colom. Look for any broke wires going to ignition switch. kinda pull on them one at a time. also make sure wiring connector has not pulled loose fron ing, switch.
