I have a 2004 Dodge Stratus it has 148,000 miles on it. I know it needs some break work done. It is paid off. I'm wondering if I should start spending money on repairs or if it would be wise to use it as a trade in for a newer used car?

Trading is always a viable option. However, take a step back and look at the more cost effective option. If breaks are your only concern on this car, then I would say you are doing well. Rather than take it in to the shop, check around with your friends and see if any of them could do the work. Break pads and rotors are easy to change and relatively cheap if you shop around. New pads can be put on in a couple of hours, so if that's your only issue, then i wouldn't consider trading the car in just yet.
