Car shaking

I recently installed 2 rear good year assurance Outlast all
season tires and rotated them to front. Here comes the
picture the car shakes and steering vibrates, had a wheel
balancing and noticed only minute difference. I had my
good tear tires rotated again to back and I see no shaking
now. What could be the problem? They are brand new tires,
should I blame them or is there anything else going wrong?

The tires or wheels may be damaged or faulty. Did the tire shop notice out of round issues or bent wheels?
