Dodge neon tensioner pulley

My dodge neons power steering belt has recently
came loose and  it come off but did not break I had
a friend take it off the rest of the way and while he
took it off he told me the reason it came off was
because the tensioner pulley was seizing up as
they used how hard is this to replace and I was
kinda researching it it said something a bit a idolor
pulley is a idlor pulley and a tensioner pulley the
same thing I'm confused on this?

Yes replace the belt tensioner, it is fairly easy. There will be a new idler pulley on the tensioner, but there still is one more to be checked.
