cant get car out of park and brake lights dont work

Will the car start? My 2003 wouldn't start due to a dead battery. When I tried to push it out onto the street from the driveway for a jump it would not start. Call my neighbor who was a Ford tech and he stated to use two sets of jumper cables to jump the battery. For some reasons the vehicle will not come out of park if the battery is completely dead.
