My car takes a 225/60 R16 tire but I have been given some winter tires that are a 205/65 R16. Can I use them even though they are a little smaller?? It would save me some money but only if safe.

Yes, should be fine. There will be a 1.3% reduction in overall tire diameter, but the difference is negligible.
