Automatic shutdown relay on 2004 dodge grand caravan

Okay I change my starter and battery on my
2004 dodge grand caravan checked all the
wiring and connections and everything is
fine, but when I get in and try to start it the
entire vehicle shuts out and nothing can be
operated at all same goes for everything
else. The only thing that happens is the disc
changer lights that flash in a constant
pattern and a ticking noise comes from the
park lights relay in the fuse panel under the
hood. I was told it is the security/anti theif
system.
