HELP Car Wont Start

My 2005 dodge neon has been sitting for a while and now it will not start. The
code P 0038 shows up on my dash board. I do not know what is wrong or
where to start to fix the problem.

Bank 1 sensor 2 heated oxygen sensor. The one after the catalytic converter
