I also have a 2009 Cobalt with issues

i also have had this issue fir many years,ive had sway bar replaced,struts
replaced,brakes and rotors replaced tires replaced and even the
latest,controll arms replaced with the bearings and still have that horrible
banging,CLANKING NOISE WHEN I GO OVER SPEED HUMPS,BUMPS IN
THE ROAD, especially in thecold weather,the dealership and a few other
places has no idea!!!   God i wish i knew what it was so i can just get it fixed
already!!!!  UGHHHH

That really does still sound like control arm bushings. How long ago did you change them. Unfortunately they are prone to failure on these cars and if you bought cheap imported ones they may be worn out already. With the wheels on the ground get underneath and check things out carefully. Use a pry bar to look for movement where it shouldn't be. Have a helper turn the steering wheel and push hard on the wheels themselves while you watch for things moving that shouldn't be. If all else fails take it to a shop that specializes in alignment and front end repair and have them go over it.
