Rear hub and bearing assembly and parking brake reattachment

Is it necessary to reattach parking brake if
you never use it?

Just plan on never having a brake problem with your car. It's not like your life could depend on it.

A spring and a screw with a star shaped nut fell out of the e-brake assembly. If I just remove the pads on that side, will the other side still work. What to do with the cable and shims that fit into the back of the hub assembly. Can't afford to replace e-brakes but need to drive safely.
