dealer fees and charges

I notice that most all the dealers that I contact about a vehicle they are selling do NOT include additional fees and charges. I have to email each seller and ask.
Is there not a CarGurus rule that dealers must list the fees and other charges related to the sale of a vehicle?

Fees vary by state and other factors. No one ever includes fees in the selling price. Any fee other than sales taxes and state mandated stuff is BS.
