You are correct on this matter. The clusters normaly have a curcit board that has the security programed into it if the car has it. You can use the cluster but you will need some one to reprogram the cluster for your car for it to work. or if you can find one with out hte security in it you maybeable to by pass it. There is also one other trick that might work. Put your key in the igntion and turn till power on(do not crank) leave it for 15 minutes. when you come back flip the key to power off then crank the car over. This sould link up the security system in the dash unit to the car if im correct. Also rebooting the car might work as well. Disconnect the battery posts and touch them togeather to drain out hte full charge. Then leave it for 15 minutes. if this doesnt work your stuck with my first suggestion.

you will probably have to take it to the vw dealer for a reprogram but i think you may be stuck trying to find another cluster. If you have a booster box bring it with you into the junk yard and try finding an vw or a audi with the exact style yours has. use the booster box to jump the wrecked cars voltage system to check for security lights if they have the keys in them. that may or may not work depending on whats been removed. if the engines are astill in the cars your looking at it should work.
