Battery light came on. Replaced alternator. Battery light stopped coming on.
Battery light Came on again last week. Battery voltage is 12.2 cold, reaches
13.95 running. When engine is turned off, battery voltage falls rapidly. Is this a
bad battery?

12.2V is low, it should be about 12.6 and yes the 0.4 volts is significant. I think you may need a new battery. 14 volts is also low for charging but have the battery tested first before changing the alternator.
