Can't accelerate above 3 rpms?

I bought a 05 caravan. Ran like crap, was not safe
to drive. Looked under the manifold and nothing
but injector wires touching. Under the van the fuel
lines were melted shut. Previous owner said there
was never a fire. I replaced the fuel lines, put a new
wiring harness on. Van runs great. Except for when
I accelerate from a complete stop. Then it will
hesitates until I gain speed, and when my R.P.M.
reaches three it wants to kick down, making me
wait until it switch's gears so that I can begin to
apply more gas to the accelerator. Will not operate
above 3 rpms, Any advice?
