Why is the lightning bolt and on and the car won't start

The car acts like it wants to crank but only keeps turning never turns over. The lights all come on after I charged up my battery. The timing belt is not moving and I was told it was the cam shaft but I am not sure. Please assist if you can

You said the timing belt is not moving but it is turning over . Sound like a top end issue like something is locked . Try going to you tube and looking up your issue . you also may try jumping the car with jumper cables attached.
