Cooling fans

2006 Dodge Magnum 5.7 r/t.
The cooling fans only engage when the a/c is on.
I've replaced the relays & the coolant temp sensor.
The cooling fans are turning but not fully engaging
like they do with the a/c on.
  Any suggestions would help, thanks.

I haven't looked at these fans myself to see if they are multistage fans however a lot of cars are so they have a low speed for when the car is warm (im guessing this is what you mean when you said there not fully engaging) and needs to cool off and a high speed usually always engaged when the ac is on or when the car is very warm and it requires it.
