dead battery or security lockout?

2012, 2.4L dodge journey, cleaned all connectors with electrical cleaner, waited for 2 hours before reconnecting.....including pcm.....won't start, get notice to wait with button in "run" while vin is verified. Found battery was down, recharging that.......is that my problem or do I have a security lockout?

Did you happen to get this problem fixed? I'm dealing with the same problem.

It was a dead battery.......and bad connections to pcm......corrected that and vola.....it started......beware of the starter.......it was shorting and draining my battery.
