My 2012 Chrysler Town and Country Touring
just started running hot but only with the air
conditioner on in stop-and-go traffic once
I'm on the interstate it cools off of course air
is shoved into it. do these fans in these town
and countries have a high and low speed if
so is there a relay for the high-speed

Check the coolant level and top it off if low. Your car is 5 years old so it is probably due for a full cooling system service - flush, hoses, thermostat, coolant etc.
