Looking to buy this van...is this rust an issue or
normal?

Look for rust on the body work as you don't want any of that.

That is a major issue I would advise you not to buy that van .For one there will be no power if has holes on the manifolds.That is very bad.My advise don't buy it.You will have major problems coming your way.
