We need a recall I've had to replace
my headlights in a year keep
burning out

Your saying the bulb keeps burning out? When you replace the bulb are you using bare hands, if so, don't. Use a dry clean pair of gloves. Are you getting moisture in the lamp assembly? Voltage and ground circuits all good, for lamps? Could be other issues I suppose. Just my opinion.
