Won't start

My 99 Chrysler won't turn over ..at first it was
making a sound like the battery went out and I
replaced that the sound goes away but still won't
turn over I checked the fuel pump nothing was
wrong but it makes a static sound in the hood near
the spark plugs ..do I need new spark plugs or
what is the problem??
