right turn signal blinks faster than left turn signal

You have a burned out bulb somewhere. By design when a bulb in a turn signal circuit burns out the resistance in the circuit changes, causing remaining bulb(s) to blink faster.

Ken is correct. And of course, the faster blinking side is the one with the burned out bulb.
