I just had this problem with my car a 95 Cadi! The previous owner/mechanic put in a different blower motor, but regardless of that the linkage on the blower motor fused together with a spark and wouldn't shut off even after I turned off the car. I had to pull the blower motor's connection under the hood. I got the blower motor replaced and then it was all good again.

or it could be your control unit is dysfunctional. remove the unit from the dash. look at the control contacts they may be burnt.
