radiator fan not kicking in unless car is moving 35 mph...why and how do i fix this...whats $$$

The fan does not run as a function of speed. It runs if the coolant temp gets too high. Curious that you think yours is coming on at a speed when the engine should have sufficient air flow without the fan to keep things sufficiently cool. Try checking your thermostat and the engine temp sensor that actually controls the fan operation.
