I pulled the horn fuse in my chrysler 300m and now it is dead even when i put it back in

Run a hot wire from the battery to the horn itself. It may just be dead or bad connections. Once you touch it with 12 volts, it should go off. If it goes off, you may have to check connections in the steering wheel. It's most likely just dirty connections or a bad ground.
