Did you replace it ? because I would say it's a worn fan motor .
My Nissan Rogue makes noise like a loose fan is rubbing when it turns on and someone’s when you slow down then exhilarates goes away after a higher speed reach
my Nissan rogue fan makes whining sound when turned on . Fan has been replaced once but still whines.
