Horn sounds low and weird

Can anyone help me on how to try and fix the horn. It sounds very low and like it is sick.
I trying to fix it myself. Thanks for any help.

chances are the ground on the horn is either weak or the horn itslef is failing there is actually a pair of them side by side.
