2002 Chrysler sebring lxi with 2.7 engine crank but does not start.

I am GM Master tech I rebuilt my wife's vehicle 2002 Chrysler Sebring LXI with 2.7 engine I rebuilt this engine, I have very good compressions like 170 but vehicle only cylinder #2 #3 has constant spark others does not have spark maybe other cylinders has first try may be on time and gone. Vehicle does not start I am thinking could be the ECM but I am not sure .Now I need help please

Check if the wiriring to the spark plug is good and if their in their respective order

Everything is in order Spark plugs are brand new. Each coils are in right order I do not have no codes for miss fire or any other codes. but don't start. I have spark on cylinder #2 and #3 all the times but all of the other cylinders does not have spark.

On 2002 Chrysler Sebring Lxi 2.7 engine when key on position. Is the coil receive the 12 volt or not I would like to know please any one knows.
