unlock steering in 2003 Mustang

key gone, needs work. want it in my garage. tried all the trick without a key and
finally drilled out the ignition cylinder.  it is STILL LOCKED !..  where is it
locked?

You need to drop the ignition cylinder housing. There is probably shear off bolts that will need to be chiseled loose.
